The Citizen’s Charter serves as a guide for students, employees, stakeholders, and the general public in availing of services offered by Marinduque State University. It outlines service procedures, documentary requirements, processing times, responsible offices, and applicable fees to ensure transparency, accountability, and efficient public service delivery.
Committee on Anti-Red Tape (CART)
Pursuant to Office Order No. 20, Series of 2024, Marinduque State University reconstituted its Committee on Anti-Red Tape (CART) in accordance with Republic Act No. 11032, otherwise known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018. The Committee oversees the implementation, monitoring, and continuous improvement of the University’s Citizen’s Charter and frontline services.

Functions and Responsibilities
- Conduct compliance cost analysis, time and motion studies, evaluation, and improvement of agency services.
- Ensure effective knowledge transfer and dissemination of ARTA-related policies among employees.
- Maintain updated service standards reflected in the University’s Citizen’s Charter.
- Periodically review procedures, documentary requirements, processing time, and fees.
- Ensure that the Citizen’s Charter is updated and published annually or whenever revisions are necessary.
- Ensure compliance with the University’s Zero Contact Policy.
- Monitor compliance of internal and external services with the prescribed processing times under Republic Act No. 11032.
- Develop and strengthen client feedback and customer satisfaction mechanisms.
- Establish and manage the University’s Public Assistance and Complaints Desk (PACD) or ARTA Helpdesk.
- Serve as the coordinating body for the implementation of the Electronic Business One Stop Shop (eBOSS), when applicable.
- Coordinate with the University’s communications/public relations office for ARTA information and advocacy.
- Perform other related functions necessary to ensure compliance with applicable laws and regulations.
Updated editions of the Citizen’s Charter are uploaded as approved by the University and in accordance with applicable government regulations.
